Analysis: Consequences of NDP Breaking Deal with Liberals


The Conservatives are pressuring the NDP to end its agreement with the Liberals and call for an early election. However, a review of the deal reveals that many key items on the NDP’s agenda have already been addressed.

The NDP has seen success in passing legislation related to dental care, child care, and energy transition. The pharmacare bill is also making progress, having passed the House of Commons and now in the Senate.

Tory Leader Pierre Poilievre urged NDP Leader Jagmeet Singh to abandon Liberal support in a public letter. Poilievre emphasized the NDP’s commitment to making living in Canada more affordable, pointing to Singh’s recent concerns about high costs of living.
To maintain power as a minority government, the Liberals entered into a supply and confidence agreement with the NDP in March 2022. The Liberals agreed to implement NDP agenda items in exchange for support on confidence votes in the House of Commons.

The NDP has threatened to withdraw from the agreement multiple times, but the Liberal government has managed to uphold the deal.

With the agreement in place until 2025, the partners have not specified which aspects of the agreement they will prioritize in the upcoming parliamentary session starting in mid-September.

After nearly two and a half years, the majority of elements in the agreement have been completed.

Government House Leader Karina Gould, responsible for inter-party matters, emphasized the importance of honoring the agreement until its expiration date during the recent Liberal cabinet retreat in Halifax.

Gould voiced confidence in the agreement’s durability and stressed the need to continue working on outstanding elements.

‘Better Healthcare’

The first theme of the agreement focuses on establishing a better healthcare system by enhancing dental care, pharmacare, increasing investments, and collaborating with provinces.

The final healthcare clause involves the introduction of a Safe Long-Term Care Act for seniors, for which Health Canada released the consultation results on Aug. 29.
