Lee Zeldin, the recently appointed head of the Environmental Protection Agency (EPA), uncovered $2 billion in federal funds directed toward a nonprofit linked to former Georgia gubernatorial candidate Stacey Abrams, aided by the Department of Government Efficiency (DOGE).

In April 2024, the organization Power Forward Communities secured funding from the Biden administration’s EPA as part of the “Greenhouse Gas Reduction Fund” initiative.
Although the organization was founded just months earlier, in late 2023, and had yet to reach the grant amount in fundraising, its most recent tax records indicated it earned only $100 in total during its initial three months of operation. The green energy grant was awarded under the Biden administration.
The grant given to Power Forward Communities was among just eight grants, totaling $20 billion, issued by the EPA in April 2024 under the Greenhouse Gas Reduction Fund.
Federal oversight of the initiative seemed limited when Trump-appointed Administrator Lee Zeldin revealed on February 13th that his team and DOGE officials had discovered that the Biden administration had earmarked the same $20 billion at an external financial institution before his tenure began.
Concerns have arisen over the Biden administration’s selection process for large grants and whether it demonstrated a clear political bias in its awards, especially considering that Power Forward Communities was among those identified by Zeldin’s group.
Abrams actively supported Kamala Harris during her presidential campaign and has voiced strong support for the Biden administration’s green energy initiatives.
This situation adds weight to Republican fears that allies of the Biden administration may favor groups designed to receive federal funding through programs like the Greenhouse Gas Reduction Fund, established as a “green bank” by the Democrats’ Inflation Reduction Act of 2022.
“I made a commitment to both Congress and the American people to manage taxpayer dollars responsibly, and I’ve immediately set to fulfill that promise,” Zeldin stated to the press. “Upon discovering the Biden Administration’s plan to rapidly shift $20 billion to an external agency, we suspected that some organizations were fabricated solely to exploit this opportunity.”
“As we continue to uncover where these funds were allocated, it becomes increasingly obvious how widespread and blatant this misuse and waste has been,” he continued. “It is extremely troubling that an organization reporting only $100 in income in 2023 was selected to be awarded $2 billion. That amount is 20 million times their reported revenue.”
In October 2023, Power Forward Communities emerged under the guidance of Rewiring America, an organization advocating for electrification policies and a reduction in fossil fuel reliance.
At the formation of this coalition, Abrams, who serves as a senior attorney for Rewiring America, expressed her enthusiasm about contributing to Power Forward Communities.
“It’s absurd for a newly formed organization with zero experience and only $100 in funds to receive a $2 billion grant; it’s not only unreasonable but indicates outright fraud,” asserted Daniel Turner, executive director of the energy advocacy organization Power the Future.
On its website, Power Forward Communities lists various partners engaged in its operations. Partner organizations include Fair Count and the Southern Economic Advancement Project, both of which were established by Abrams following her 2018 gubernatorial defeat in Georgia.
Influence Watch reveals that the Tides Center, recognized for distributing millions to left-wing environmental and social activist organizations, serves as the fiscal sponsor for the Southern Economic Advancement Project—an entity that seeks to enhance “racial equity” and bolster “economic power” in the South.
The American Federation of Teachers and the AFL-CIO, two significant labor unions associated with the Democratic Party, are also highlighted as partners of Power Forward Communities.
Abrams and Randi Weingarten, president of the American Federation of Teachers, are also part of the national advisory board for Climate Power, which launched a $55 million initiative in September to support Kamala Harris’s presidential campaign.
Earlier this year, The New Georgia Project, a nonprofit voting advocacy group founded by Abrams, faced the largest campaign finance violation fine in state history. Founded in 2013 by Abrams and later taken over by Democratic Senator Raphael Warnock (D-Ga.) in 2017, it operates as a “charity” accepting tax-deductible donations.
