On Monday, Secretary of State Marco Rubio revealed that 83% of the U.S. Agency for International Development’s (USAID) programs are slated for cancellation.

“After a 6 week review we are officially cancelling 83% of the programs at USAID,” Rubio stated on the social platform X.
According to Rubio, over 5,200 contracts have been terminated, which were projected to cost “tens of billions” of dollars. He asserted that these contracts did not serve U.S. interests and, in some instances, caused harm.
“In consultation with Congress, we aim to administer the remaining 18 percent of programs we are keeping (around 1,000) more effectively under the State Department,” Rubio added.
The secretary expressed gratitude towards the Department of Government Efficiency (DOGE) for their extensive efforts in reforming USAID.
In response on X, Elon Musk described the decision as “tough, but necessary.”
“Good working with you,” he noted. “The important parts of USAID should always have been with the Dept. of State.”
Interestingly, Musk and Rubio reportedly had a disagreement during a Cabinet meeting the previous week over cuts at the State Department. However, President Donald Trump indicated that both would oversee the reductions they are implementing.
Following their disagreement, Musk and Rubio had dinner with Trump at Mar-a-Lago on Saturday, suggesting progress in resolving their differences.
The recent announcement of USAID contract cancellations will halt funding for programs addressing HIV treatments and prevention, polio, malaria, and other diseases.
As the Trump administration implements these cuts at USAID, it has also faced several major lawsuits. Last week, the Supreme Court denied a request to suspend a previous ruling that mandated the administration to disburse $2 billion in foreign aid payments due to other countries under existing agreements.
