California Rapist, Deemed ‘Bolder Than Most,’ Released Despite Community Concerns – One America News Network

A serial rapist described as “bolder than most” has been freed from prison despite the pleas of his victims.

Per a report by Fox News Digital, court documents reveal that Alvin Ray Quarles broke into homes and motel rooms in California between 1987 and 1988, forcing victims’ male partners to witness the assault on their partners.
In multiple cases, he is said to have threatened to rape the women involved, compelling terrified couples to engage in sexual acts while he watched, stopping only when the man could no longer continue.
In 1989, Quarles, who is currently 62, pleaded guilty to four counts of forceful rape and received a 50-year sentence. Authorities believe he assaulted over a dozen women during that period.
According to NBC San Diego, following his 25-year prison term, Quarles underwent a ten-year treatment program for sex offenders at Coalinga State Hospital.
He is now set to be released under a conditional program for sexually violent offenders diagnosed with a mental illness that elevates their risk of reoffending, as stated by the San Diego Sheriff’s Office on Tuesday.
As reported by NBC San Diego, Quarles has been diagnosed with antisocial personality disorder, voyeuristic disorder, and sexual sadism disorder.
Quarles will be monitored around the clock at a Liberty Healthcare facility in Campo, California, and will be classified as a sex offender for life. The department noted that it, along with the district attorney’s office and the SAFE task force, did not choose this location.
His release conditions mandate the presence of law enforcement or security personnel on-site and constant GPS tracking.
Mary Taylor, one of Quarles’ victims, shared with reporters that the 62-year-old poses “a significant danger.”
“If given the opportunity, he will act,” she stated. Her husband, Stephen Taylor, asserted that “even at his age, I believe the potential remains for him to commit further crimes.”
“I’m genuinely worried about community members who may be in jeopardy,” he expressed.
Another victim, Cynthia Medina, recounted her attack after waking up with her boyfriend to find Quarles in their hotel room armed with a large knife. She described his release as “provocative” and “terrifying.”
“It certainly doesn’t bring a sense of safety,” she previously told Fox 5 San Diego.
During Medina’s assault, Quarles allegedly compelled them to engage in various sexual acts for hours, even tossing a $100 bill onto the bed and saying, “This is for the show.” When Medina threw the money back, he purportedly responded, “I’m not afraid to hurt you – I’m mentally ill. I’ve done this before.”
San Diego Superior Court Judge Marian Gaston ordered Quarles’ release by January 21st to a “non-fixed residence” as suggested by Liberty Healthcare, the organization managing the state’s conditional release program for sexually violent predators.
