The new legislation is referred to as the “Communist China Defense Legislative Package.” Governor Sanders stated that the six proposed laws, some of which are already filed while others await attention, are aimed at addressing “Communist China influence” in Arkansas.
According to Sanders, 80% of the state’s foreign intelligence cases are linked to actions by the Chinese Communist Party (CCP), highlighting 60 investigations into CCP foreign intelligence activity in the United States during the previous year, 2024.
The proposed measures will enhance existing laws by banning the CCP from lobbying efforts, reducing the time frame for selling restricted land, and disallowing any Arkansas city from establishing a sister city relationship with China.
“The governor remarked that any institution of higher education hosting a Confucius Institute would be ineligible for state funding, asserting that these centers are often utilized by China for intelligence endeavors,” according to NBC affiliate KARK – Little Rock.
Confucius Institutes located on U.S. college campuses offer programs in the Chinese language and culture. However, researchers and various stakeholders have raised concerns regarding possible undue influence and other complications due to the Chinese government’s involvement in funding these institutes.
