House GOP China Hawk Criticizes Biden Executive Order as Insufficient
Rep. Mike Gallagher, an advocate for placing restrictions on China, believes that President Biden’s recent executive order on high-tech investments in China is a good first step but does not fully address the real problem. Gallagher argues that the majority of the national security threat and American investment in China are unaffected by the executive order. He highlights that the order authorizes the Treasury Department to prohibit and restrict investments in Chinese entities related to advanced computer chips, microelectronics, quantum information technologies, and artificial intelligence, and requires investors to notify the department about transactions involving potentially threatening technologies. Gallagher’s concerns lie in the fact that American investment is inadvertently funding the Chinese military’s activities and technological advancements. He believes that the executive order alone cannot address this issue and calls for legislative action to ensure a lasting solution and provide certainty to the financial business community.
