According to retired Judge Andrew Napolitano, President Joe Biden’s proposal for Supreme Court term limits and a code of ethics is unlikely to succeed. Napolitano stated on Newsmax on Tuesday that the process for amending the Constitution is purposely challenging, making Biden’s plan “dead in the water.”
