Passing a Lend-Lease for Ukraine is essential for Congress



Ukraine is in urgent need of both American aid and military assistance. The collapse of Ukraine would not only be a catastrophe for the country itself but also for Europe, the West, Israel, and Taiwan. Russia and its allies, including Iran, North Korea, and China, are supporting the enemies of Israel and Taiwan. However, there is a sense of “Ukraine fatigue” setting in just as the need for support is critical. It is essential to come up with a creative political solution that addresses Ukraine’s economic desperation and military challenges while also benefiting the United States.

Similar to President Roosevelt’s Lend-Lease program during World War II, Congress should consider a similar initiative for Ukraine to provide the necessary support. Immediate military aid is crucial at this point, and the House should not delay discussions on the bill that includes military funding for Ukraine. By passing a bill that offers access to U.S. weapons stocks and critical loans to support Ukraine’s budget gap, the U.S. can demonstrate support and solidarity with Ukraine, Israel, and Taiwan.

President Trump has suggested providing support to Ukraine in the form of loans rather than grants. While this idea may face opposition, it could garner wider support in Congress by linking aid to Ukraine with burden-sharing by European allies. By offering concessional loans with favorable terms, Ukraine could repay the debt over a longer period, similar to previous U.S. assistance to war-torn countries.

Ukraine is not among the world’s poorest countries, but given the circumstances, it should be eligible for loans on favorable terms. In addition to aid, European NATO members need to fulfill their commitment to defense spending to ensure collective security in Europe. President Trump’s proposal to include aid to Ukraine in a broader discussion on European security could strengthen alliances and deter further aggression.

The urgency of the situation in Ukraine cannot be overstated. Without timely support, Ukraine risks collapse, which could have far-reaching consequences. It is crucial to act swiftly to prevent further Russian aggression and protect the stability of the region.

Runde, a senior vice president at the Center for Strategic and International Studies (CSIS), emphasizes the importance of supporting Ukraine and reclaiming global leadership through soft power initiatives. Time is of the essence, and decisive action is needed to prevent a potential humanitarian and security crisis in Ukraine.
