Senator Susan Collins, a Republican from Maine, remains skeptical that Tulsi Gabbard, the nominee for director of national intelligence, has changed her stance regarding her earlier objections to Section 702 of the Foreign Intelligence Surveillance Act. This section permits the surveillance of non-U.S. individuals located outside the United States, according to reports from The Hill.
