Tarik Sheppard Tells Newsmax: Non-Criminal Speech, ‘Including Hate Speech,’ is Protected



NYPD Deputy Commissioner Tarik Sheppard emphasized the department’s commitment to enforcing laws against criminal behavior during protests. He stated that while hate speech is protected, committing crimes crosses a line.

“Speech is protected, including hate speech. It’s unfortunate, but that’s the case,” Sheppard said during an appearance on Newsmax TV’s “Saturday Agenda.”

He also acknowledged the challenge of dealing with hate speech, especially from school faculty members. He emphasized the importance of keeping the peace and ensuring that people can exercise their rights without committing crimes against others.

Sheppard highlighted the NYPD’s quick response to civil unrest, particularly in New York City. He mentioned the involvement of professionals in student protests and the potential for violence when causes are “hijacked.”

Regarding the response to emergencies and crimes, Sheppard stated that the NYPD will not wait for invitations from universities to intervene. He stressed the department’s commitment to taking action against criminal behavior, especially when directed at officers.

As student protests continued across U.S. universities against the Israel-Hamas conflict, some campuses closed encampments due to reports of antisemitic incidents among demonstrators. Protesters nationwide are urging universities to sever ties with Israel, but concerns about antisemitic behavior persist among Jewish students.

The Deputy Commissioner underscored the NYPD’s approach to maintaining public safety and enforcing the law during protests while respecting the right to free speech.
