Wisconsin Governor Proposes Replacing the Term ‘Mother’ with ‘Inseminated Person’ in New Inclusive State Legislation

The Democratic governor of Wisconsin is under fire for supporting a proposal to replace traditional gendered language with more “inclusive” terms. This includes changing references to mothers to “inseminated persons” and shifting paternity terminology to “parentage” in select state laws.

Governor Tony Evers’ (D-Wis.) budget proposal for the 2025-2027 fiscal cycle also suggests modifying other gender-specific terms, such as changing “wife” or “husband” to “spouse.”
Furthermore, the proposal recommends altering “father” to “parent” and substituting “mother” with the phrase “parent who gave birth to the child.”
The budget was presented on Tuesday by the Joint Committee on Finance of the Wisconsin Senate.
In addition, the Republican Governors Association (RGA) issued a statement regarding the proposed language changes.
Evers’ “latest left-wing initiative” has been labeled as deeply “offensive to mothers,” stated RGA executive director Sara Craig. “Motherhood is the most incredible honor I will hold in my life, and all mothers I know share that sentiment. If Tony Evers can denigrate motherhood to an ‘inseminated person,’ our society is doomed.”
Wisconsin Senate President Mary Felzkowski also criticized the initiative, asserting it represents a “disgraceful” effort by Democrats to “erase women, marriage, and the family structure.”
“It is appalling to witness the Evers Administration’s attempt to erase the identities of mothers and fathers,” Ms. Felzkowski stated on Monday. “It is becoming increasingly evident that the governor not only wishes for the government to rear children, as suggested in the State of the State address, but also desires to eliminate the concept of ‘mom and dad’ entirely.”
Moreover, several critics accused the governor of attempting to obscure the politically charged changes by embedding them without discussion into the extensive 2025-2027 budget document.
“Wisconsin Gov. Tony Evers is attempting to amend state law to substitute the term ‘mother’ with ‘inseminated person,’” Rep. Tom Tiffany, a Wisconsin Republican, posted on social media. “He is trying to sneak this into a thousand-page budget bill. This is not merely absurd — it’s an affront to the women who bring children into the world and raise them.”
This initiative emerges amidst a cultural discourse surrounding gendered language — a subject that has sparked debate over recent years.
Following his election victory, President Donald Trump issued an executive order titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.”
This order establishes the official government position “to acknowledge two sexes, male and female,” affirming that these categories “are not alterable and are grounded in fundamental, indisputable reality.” It explicitly states that “’sex’ is not interchangeable with, nor does it encompass, the idea of ‘gender ideology.’”
Earlier in February, Trump also signed another executive order, titled “Keeping Men out of Women’s Sports,” aimed at preventing biological males from participating in women’s sports and on female teams.
Last Friday, the 47th president threatened Democrat Governor Janet Mills (D-Me.) with a potential cut of federal funding if her state fails to adhere to his executive order. Their exchange garnered significant public attention as both claimed they would meet in court.
