Ex-Kentucky Sheriff Charged with Judge’s Murder May Undergo Insanity Evaluation
LOUISVILLE, Ky.—Prosecutors are seeking a mental health evaluation for a former sheriff of Kentucky who is accused of fatally shooting a judge in a courthouse last year. This request follows the defense’s announcement that they will argue Stines was experiencing emotional disturbances at the time of the incident.
The tragic event has deeply affected the small Appalachian town of Whitesburg, where Shawn “Mickey” Stines was known for his long-standing friendship with District Judge Kevin Mullins. Authorities have presented video evidence in court showing a man identified as Stines drawing a handgun and shooting Mullins while he was seated at his desk on September 19.
On Monday, attorneys from the state attorney general’s office submitted a motion requesting permission for a state doctor to assess Stines’ assertion that he has suffered from a mental illness or condition relevant to his guilt and sentencing.
As of now, investigators have not disclosed a motive behind the shooting. Reports indicate that prior to the incident, the two men had shared a lunch with several others near the courthouse.
Stines’ legal team indicated in a motion earlier this month that they intend to present evidence suggesting that their client was in a state of insanity and facing “extreme emotional disturbance” when he allegedly shot Judge Mullins. They also clarified that they would not contest Stines’ mental competency to stand trial.
“Although further assessment is necessary to determine the scope of the mental health evidence to be presented, we strongly believe that our client was under extreme pressure that adversely affected his mental condition,” stated Stines’ attorney Kerri Bartley in an email.

Stines continues to be held in jail without bond. During a hearing in January, special judge Chris Cohron indicated that he would address the issue of Stines’ bond in a subsequent hearing. Stines has pleaded not guilty to one count of murder of a public official and resigned from his position shortly after the shooting.
