Trump Initiates AI Action Plan Development Following Reversal of Biden’s Directive

According to Trump’s executive order, the action plan will prioritize the development of AI systems that are devoid of ideological bias.

On Thursday, President Donald Trump signed an executive order mandating the establishment of a new artificial intelligence (AI) action plan, effectively nullifying the Biden administration’s 2023 directive regarding the technology.

Trump’s order tasked the Assistant to the President for Science and Technology (APST), the special advisor for AI and crypto, and the Assistant to the President for National Security Affairs (APSNA) with formulating the plan within a period of 180 days.

David Sacks, a Silicon Valley entrepreneur and Trump’s appointed special advisor for AI and crypto, was present with the president during the signing of the order.

The order specified that the forthcoming action plan would aim for the creation of AI systems that are “free from ideological bias or engineered social agendas,” while also reinforcing the United States’ global leadership in AI development.

Additionally, the order called for a comprehensive review of “all policies, directives, regulations, orders, and other actions” that stemmed from the executive order enacted by former President Joe Biden in October 2023—an order that Trump rescinded upon taking office on Monday.

Any initiatives deemed incompatible with Trump’s new policies—which are focused on bolstering America’s leadership in AI for the sake of “human flourishing, economic competitiveness, and national security”—are required to be suspended in accordance with applicable laws, as stated in the order.

Under Biden’s executive order, companies involved in developing or planning to launch “dual-use foundation models” were required to first provide the federal government with documentation on the training and production of these models, as well as the physical and cybersecurity measures implemented to safeguard consumers against potential safety hazards.

Trump contended that his predecessor’s order had established “barriers to American AI innovation.”

A fact sheet released by the Trump administration on Thursday claimed that Biden’s order placed “unnecessarily burdensome requirements” on AI developers, which could potentially “stifle private sector innovation and jeopardize American technological superiority.”

Americans for Responsible Innovation (ARI), a non-profit organization dedicated to advocating for policies on emerging technologies, asserted that agencies had already “frozen work” on AI policies following Trump’s repeal of Biden’s executive order earlier in the week.

“President Trump has made it evident from the outset that his primary focus on AI is to out-innovate the global competition,” stated ARI executive director Eric Gastfriend in a statement.

“Today’s executive order serves as a temporary measure until the Administration is able to devise a comprehensive strategy for realizing that vision,” Gastfriend further commented.

Last week, Biden issued an executive order instructing the Defense Department and Energy Department to lease federal properties to the private sector for the establishment of large-scale AI data centers. Trump has not taken any action to revoke this order.

The previous administration also proposed restrictions on the export of advanced computer chips utilized in AI development to foreign adversaries, including nations like Russia and China, with the goal of ensuring that “the world’s AI operates on American infrastructure.”
