Phil Gurksi, a 30-year veteran of Canada’s intelligence community, believes that the protests’ magnitude and regularity stem from a combination of underlying discontent and skilled organizing. Gurksi acknowledges that some of the anger is driven by disinformation. He also points out that while extremist groups are taking advantage of the conflict for their own gain, the majority of participants are simply angry individuals.
