Annual Elementary School Ranking: Toronto-Area Schools Receive Highest Scores


Elementary schools from the Greater Toronto Area (GTA) are leading in academic performance in Ontario.

Sixteen of the 22 schools with a perfect 10-out-of-10 rating in the Fraser Institute’s 2024 Ontario report card are situated in the GTA.

The think tank recently released its grades for elementary schools province-wide, placing the 3,021 public, Catholic, and independent schools on a ranking scale from best to worst.

These rankings are based on nine academic indicators derived from province-wide test results in reading, writing, and mathematics skills.

The Education Quality and Accountability Office (EQAO) results for Grade 3 and Grade 6 in the province provide comprehensive insights into a school’s performance over time, allowing the institute to evaluate yearly progress and changes.

Fraser Institute senior fellow Peter Cowley stated in an August 29 press release that their report cards offer valuable information to parents about their child’s school performance and comparisons with other schools in Ontario.

Among the results, only 386 schools scored 8.0 or higher out of 10, while 576 schools fell between 7.0 and 7.9, with 701 schools receiving scores ranging from 6.9 to 6.0.

A total of 569 schools ranked between 5.9 and 5.0, 368 schools received a score of 4.9 to 4.0, and 242 schools varied from 3.9 to 3.0 out of 10. Additionally, 72 schools were rated below 2.0.

Seven schools received a score of zero in locations such as Toronto, Kenora, Ottawa, Kingston, Moose Factory, Mountain Grove, and Hagersville.

The report mentioned that publicly rating schools not only informs parents but also motivates schools to strive for improvement. Schools with high performance or consistent growth are recognized, while those with poor performance raise concerns.

The authors highlighted that all schools, regardless of type, location, or student demographics, can achieve better results. They emphasized that struggling institutions have the capacity to improve their standing through diligence.

Two examples provided were St. Paul Elementary School in Thunder Bay and Stirling Public School near Belleville, both showing remarkable progress in their rankings over the years.

Schools with a perfect rating of 10 include:

  • Avondale Elementary Alternative School in Toronto,
  • St. Justin Martyr Catholic School in Unionville,
  • Northmount School in Toronto,
