Creator of Australia’s Student Loan Program Suggests Implementing Additional Tax on International Students


Australian National University professor Bruce Chapman suggested that implementing a levy could be an alternative solution to an international student cap.

Considered the father of Australia’s student loan program, Chapman proposed the idea of imposing a levy on international students to support university research and ease immigration pressures.

Speaking at the National Press Club of Australia on Dec. 2, Bruce Chapman, an economist and professor at Australian National University, shared his insights on the state of the sector, including the Labor government’s implementation of a National Planning Level (NPL) to limit international student enrollments at Australian universities to 270,000 for the 2025 calendar year as part of efforts to address the housing crisis.

The government’s decision to cap international student numbers in 2025 back to pre-COVID-19 pandemic levels has faced opposition from education providers concerned about potential revenue loss and sector decline.

In response to the situation, Chapman proposed that the government could impose a levy on international student fees to generate additional funding for Australian universities.
