The Chinese government has upgraded its influence operation tools like TikTok, artificial intelligence, and other new technologies to target victims.
According to Director of National Intelligence Avril Haines, Beijing is becoming more confident in its ability to impact elections in the U.S. and worldwide.
Haines stated that the Chinese authorities have refined their influence operation tools using artificial intelligence and big data analytics. These tactics involve bankrolling candidates, utilizing deep fake technologies, gathering polling data for targeting, and conducting social media influence operations. The People’s Liberation Army of China also runs social media accounts on various platforms.
China not only focuses on influencing congressional candidates in U.S. elections but also interferes in elections in countries like Taiwan, Australia, and Canada. Their aggressive attempts to influence election results were evident in Taiwan during its recent election.
AI-generated content flooded the internet during the Taiwan election season, distorting public talks and spreading false claims about the ruling Democratic Progressive Party candidate. These efforts were observed on platforms like YouTube and TikTok.

The Chinese regime employs tactics like offering incentives and disincentives to manipulate policies and decisions favoring Beijing. They target individuals both in China and overseas who do not align with their agenda.
With the U.S. presidential election approaching, concerns are rising about potential interference from Beijing.
Rep. Raja Krishnamoorthi warned about the possibility of CCP-aligned actors using technology to interfere in the U.S. elections, citing the regime’s history of using deepfake content in Taiwan.

President Joe Biden and Secretary of State Antony Blinken have also expressed concerns regarding Chinese interference in recent conversations with Chinese officials.
Both officials emphasized the importance of preventing foreign interference and influence in the U.S., especially during elections.
A recent report released by the National Intelligence Council highlighted China’s intensified efforts to influence U.S. policies and public opinion, including scanning political party domains and targeting specific members of Congress based on their views on China.

The U.S. Department of Justice revealed an attempted smear campaign against U.S. congressional candidate Xiong Yan by Chinese actors.
During the Senate hearing, Haines emphasized that China is a leading foreign actor engaged in influencing U.S. elections at all levels.
She also noted that China continues to support politicians who align with their interests on key issues.
