Government Assumes Control of Privately Owned Prison Following Release of Damning Findings by Watchdog Group


The UK prisons watchdog reported concerning levels of violence, self-harm, and drug abuse at HMP Lowdham Grange earlier this year.

The government has announced that it will permanently take over the prison in Nottinghamshire to “improve conditions and safety.”

HMP Lowdham Grange, located near Nottingham and housing up to 900 men, has been operated by the private company Sodexo since February 2023.

Concerns about safety, security, and decency at the prison led to the appointment of a new governor, Neil Thomas, to oversee its operation on an interim basis in December last year.

The Ministry of Justice confirmed on Wednesday that the takeover will be permanent, with Mr. Thomas continuing to lead the prison and manage the transition process.

The decision follows a report published by HM Inspectorate of Prisons in February, which highlighted increasing levels of violence and drug use at the facility.

Charlie Taylor, chief inspector of prisons, described the move as “unprecedented” in taking back control of a privately run prison.

Prisons minister Edward Argar noted that most private prisons in the country perform well, but the permanent takeover of HMP Lowdham is deemed necessary for sustained improvement.

Sodexo, which operates seven prisons in England and Scotland, will cover the costs of the “step-in” action at HMP Lowdham and any projected additional operating expenses.

The government assured that the transition will not increase costs for taxpayers and that Sodexo employees at the prison will be safeguarded throughout the process.

Efforts to address staffing shortages and improve safety, particularly regarding the drug issue, will continue as part of the transition process for HMP Lowdham.

The latest report by the prisons watchdog highlighted a significant increase in violence and self-harm at the prison, prompting intensified efforts to tackle these issues.

Joint efforts between HM Prison and Probation Service and Sodexo have resulted in significant reductions in staff assaults and prisoner-on-prisoner violence through increased staffing and strategic measures.

A spokeswoman for Sodexo expressed support for the takeover, emphasizing the work done to enhance stability and drive improvements at HMP Lowdham Grange.
