In Order for the Foreign Interference Inquiry to Be Effective, It Must Result in Tangible Transformation

Another example of intelligence being ignored in Canada has surfaced.

Picture this familiar scenario:

The Canadian Security Intelligence Service (CSIS) informs a senior government official of credible intelligence suggesting interference from a foreign power in a federal election. Despite having a stake in ensuring fair elections, the official, Canada’s Chief Electoral Officer Stéphane Perrault, chooses not to act on the intelligence and claims the election proceeded smoothly.

This is the reality in Canada.

On two occasions in 2019 and 2021, CSIS alerted Elections Canada about alleged interference by the People’s Republic of China (PRC) in Canadian elections, resulting in a minority Liberal government retaining power, favored by the PRC.

Despite the intelligence provided, Mr. Perrault chose not to take action and cited “national security concerns” to avoid answering questions at the public inquiry into foreign interference.

The irony of Mr. Perrault’s statement is hard to miss; having ignored crucial national security information previously, he now hides behind the same reason to avoid transparency. It’s a classic case of hypocrisy.

Evidence of the PRC’s interference in Canadian affairs is no secret, with public information revealing their actions. It’s time to stop hiding behind national security excuses.

While intelligence must be protected, there are ways to share relevant information without compromising sources or methods. Mr. Perrault’s refusal to do so lacks a valid basis.

The ongoing inquiry into foreign interference appears to be a futile exercise, presenting information already known for years. The government’s history of inaction further undermines the credibility of such investigations.

Witnesses, especially individuals like Falun Gong and Uyghur Canadians, putting their safety at risk by participating in the inquiry, as the PRC seeks to maintain its benevolent image despite its oppressive actions.

The inquiry will likely yield few new insights, and any recommendations made will likely be overlooked and forgotten. The PRC will continue to exploit Canada’s vulnerabilities and may attempt further interference in upcoming elections.

This incident highlights Canada’s ineffective intelligence culture and the failure to utilize intelligence to make informed decisions. Unless changes are made, we may witness a recurring cycle that never ends.
