New Language Rules in Quebec Could Result in Reduced Product Variety and Increased Prices, Canadians Cautioned

According to the International Trademark Association, popular consumer products in Quebec are at risk of disappearing from stores due to the province’s French-language reform. This could also lead to higher prices for the remaining products, causing some manufacturers to consider leaving the Quebec market, says Etienne Sanz de Acedo, CEO of the association representing thousands of foreign businesses.

Mr. Sanz de Acedo expressed concerns about the costs and inconveniences associated with the draft regulations, which may prompt companies to reevaluate their presence in Quebec. He emphasized that having fewer products available could result in higher prices due to reduced competition in the market.

The draft regulations stem from Quebec’s language reform, known as Bill 96, which was enacted in May 2022 to strengthen French-language requirements in various sectors of the province’s economy. Mr. Sanz de Acedo highlighted the association’s worries about certain aspects of the proposed rules, including the translation of engraved words on products into French.

He explained the complexity of translating product markings like those found on the interior drawer of a washing machine, compared to translating a user manual. The association also noted concerns about the costs and deadlines related to complying with rules on commercial signage.

Businesses operating in Quebec have until June 1, 2025, to ensure that French occupies a prominent space on signage, as per the draft regulation published on Jan. 10. Mr. Sanz de Acedo reiterated his support for protecting the French language but raised issues about potential violations of Canadian intellectual property law and international trade agreements.

Other stakeholders, including the Biden administration, have also expressed reservations about the draft regulation’s impact on American businesses. In response, Quebec’s minister responsible for the French language assured that all feedback would be considered to ensure the proper application of the regulations while upholding the rights of Quebecers to access services and products in French.
