Quebec Introduces Bill with Fines of up to $1,500 for Threatening Politicians

Quebec politicians may soon have protection against harassment and threats, with the possibility of a court injunction or fines up to $1,500 under a new bill introduced on April 10 in the provincial legislature.

Andrée Laforest, the Municipal Affairs Minister, presented the proposed legislation as a way to address the toxic environment often faced by elected officials.

In Quebec City, Laforest explained that the measures in the comprehensive bill aim to curb threatening behavior without stifling political opposition. She emphasized the need to stop persistent threats and violent comments.

A survey conducted by Quebec’s union of municipalities revealed that 74% of elected officials had experienced harassment and intimidation, leading to 741 resignations since the 2021 election.

While existing laws in the Criminal Code address threats, Laforest argued that additional measures were necessary to combat harassing language directed at politicians by citizens.

Laforest gave an example of a citizen who regularly attends city council meetings and uses abusive language, escalating to threatening comments. The legislation aims to address such situations effectively.

The bill empowers police to levy fines ranging from $50 to $500 on individuals disrupting city council meetings with disorderly conduct. Anyone who threatens, intimidates, or harasses a politician could face fines between $500 and $1,500.

The proposed law would allow politicians facing hindrances in their functions or invasion of privacy to seek an injunction from the Superior Court against citizens impeding their work.

Additionally, the bill would require municipalities to establish regulations for maintaining order, civility, and respect, particularly in debates over sudden resolutions.

Laforest expressed hope that the bill would be adopted by June.
