Report Questions Imposition of Enrolment Cap on English Junior Colleges in Quebec
Concerns have been expressed by Canada’s official languages commissioner regarding Quebec’s decision to cap the number of students who can enrol in the province’s English-language junior colleges.
In a report released today, Raymond Théberge also expresses worry over the province’s choice to increase tuition for out-of-province students at the university level.
Théberge notes that Quebec’s English junior colleges and universities play a significant role in exposing students to a French environment, even if they are studying in English.
The cap on junior college (CEGEP) enrolment was part of Quebec’s 2022 language reform, which includes additional French classes for students.
According to the law, the percentage of students enrolled in English colleges should not exceed 17.5 percent of the province’s total student population.
Théberge debunks the perception that English-speakers in Quebec do not value French as the common language, citing that 71 percent of Quebec anglophones are bilingual and most speak French in their daily lives.
