Report: RCMP Predicts Heightened Safety Risks for Politicians in 2025 Election

The RCMP warns of an increase in “stalking and harassment” threats targeting politicians during the upcoming election, as per a recent report.

Risk researchers have noted that politicians, leaders, and Members of Parliament are increasingly becoming targets for stalking and harassment due to their public profiles or political stances, the report revealed.

With Liberal Party Leader and Prime Minister Mark Carney expected to call for an election soon, the report anticipates a rise in threats.

The December 2024 report highlights that “thousands of individuals” are intercepted annually for showing an “unusual interest in public officials or figures,” underscoring the need for systems/services to assess and manage risks.

The RCMP Protective Behavioural Analysis Unit deals with 45 to 67 threats per month associated with public figures, according to the report.

The RCMP estimates that threats against public officials surged from approximately 1,300 in 2022 to 2,600 in 2023, with expectations for the number to exceed 3,500 in 2024.

Protests across Canada have posed a challenge for law enforcement and put officials at risk.

Pro-Palestinian Protests Present Challenge

The RCMP report underlines that “flash protests” create difficulties for law enforcement in adequately protecting VIPs and providing protective policing.

It pointed out that a pro-Palestinian protest in Toronto led to the cancellation of an event planned for March 2, 2024, where then-Prime Minister Justin Trudeau and his Italian counterpart were supposed to attend. Demonstrators blocked the entrances to the Art Gallery of Ontario, prompting the cancellation.

Subsequently, a Liberal Party event at a Toronto restaurant faced disruption as protesters blocked the entrance, leading then-Deputy Prime Minister Chrystia Freeland and then-Mental Health Minister Ya’ara Saks to cancel their participation due to the protest.

The RCMP highlighted international incidents where VIPs were targeted, such as U.S. President Donald Trump being shot during a campaign in 2024, and the shooting of Slovak Prime Minister Robert Fico in 2024 as he left a government meeting.

The report also mentioned the assassination of former Japanese Prime Minister Shinzo Abe while attending a campaign event in 2022.

The RCMP also recalled a 2020 incident where a truck drove through the gates of Rideau Hall, Trudeau’s residence at the time.

The report authors emphasized the necessity for a new approach and tools, focusing on prevention to identify and address threats and behaviors before incidents occur.
